Well, maybe not. I think everything depends on the circumstances. If we have a 1 vs 1 battle and a very large plain field, I believe a PegLeg would be harder to beat than a TigerGuard. CrazyHooks are also quite specific, especially in Level 9.
I think the most problematic enemy in 1 vs 1 combat is a dark RedTailPirate.

Each has a different trick to be defeated. For Peglegs, one ducked lowslash renders them unable to roll away from a normal slash, and those two together do one in easily. Crazyhooks in level 10 don't defend from sword attacks from a clear distance, and in level 9, a jumped slash to the head works just as well.

In fact, jumped slashes to the head tend to work just as well for Redtail pirates and Tigerguards. Jump, slash to the head, and jump back. Environment can make this more difficult though.

I think a better question would be, which level holds the best combination of enemies. In that case I'd vote for level 9. Crazyhooks are just nasty when up too close and Peglegs are number 1 shooters. Surprisingly, Crazyhooks in level 10 don't defend at all against sword attacks.

Yeah, I know about those techniques and properties.
If we have a very large plain field, a PegLeg will roll here and there, and most of the time it'll be impossible to reach him. CrazyHooks in Level 9 sometimes reach Claw with the hooks when retaliating.

Jump-slashes work perfectly against everyone except dark RedTailPirates who often block any sword attacks. The problem is that they immediately strike back, which makes it quite hard to get close to them. And even if you do, they have a chance to evade Claw's hand attacks by jumping back.

After jump-slashing a TigerGuard, which always works, you can strike him with a hand attack that will also work unless the TigerGuard crouches. In the latter case you can just grab and throw him. Repeat it one more time and you'll beat him.

Speaking of enemy combinations, I'd vote for Level 10 (mostly for double-shooting PegLegs), Levels 11 and 12. I remember two Sirens in 'Deepest Halls of Terror' who kept me in a constant paralysis for quite a while. I was lucky that there were no Mercats in the sight range at that time.

11 and 12 have a great combo too, I agree. Especially if they actually work together, Siren doing the paralyzing, Mercats having an easy target. But each on their own they are quite simple. It IS annoying if more than 1 Siren keeps you paralized each in turn, yeah. Sometimes the only way out of that is to hit esc and click End Life. That's what I try to avoid in making levels.

But hey, you're saying PegLegs in level 9 don't shoot twice? O.o

P.S, another funny note about PegLegs. If in Battle Fortress, you pick up a Curse powerup (The peglegs) and throw it, they will throw a bombardment line of bullets which will get you killed instantly. Explanation: If you pick up a normal pegleg and throw it, it will as well fire constant bullets at you, except at a slower rate.

No, with me PegLegs in Level 9 never shoot twice - and they never did. First they roll, and then they shoot normally if Claw is standing or they shoot the low bullet if Claw is sitting. That's a single shot. And I always thought of it as some balance: at Level 10, in comparison to Level 9, PegLegs become better warriors, whereas CrazyHooks become worse ones.

Yeah, I know about that PegLeg's frenzy. That's also true about Wolvington when he's inserted not in Level 6. If he decides to fire, Claw is dead immediately unless he's far enough to have a chance to get away somewhere from the fire line. Wolvington's fire becomes a very large mixture of flares and bullets which causes the game to lag heavily.

Solitary peglegs are heaps easy to beat, just jump forward as they roll, low slash, punch, and it's KO. Tiger guards are more unpredictable in their movements. Granted, 5 peglegs are harder to beat than 5 tiger guards, because they'll pummel you with so many bullets you won't be able to do much.

True about Wolvington. I put a few Wolvingtons in that unfinished level 14 castle in the forms of magic balls. Their frenzy just kicks ass xD
